This is the first in a series of Policy Signals briefings examining emerging trends, early indicators of change, and longer-term policy trajectories shaping the creative technology landscape. Rather than focusing solely on recent announcements, it takes a foresight-oriented approach to identify how government activity, institutional priorities, technological developments, and regulatory interventions may evolve over time. Building on earlier methodologies developed through CoSTAR Foresight Lab's programme, including the findings of 'Creative Technology Futures: Policy Pathways to 2035 and Beyond' and associated resources, the briefing assesses emerging ideas and signals of change through a long-term policy and strategic lens, with a particular focus here on AI in the Creative Industries.
